If everything is in order, you can cleanup the Sync Issues folder if you want. If they are not, then you can move the item to a folder of choice and see if the changes get uploaded now.

When an item is in such a folder, it means its changes either could not be uploaded or download or the same item got edited on two separate locations at the same time.
